Work pass for migrant domestic workers could cause rigidity in deployment: MOM

The Manpower ministry said there is available support for the workers.

The Ministry of Manpower (MOM) addressed the suggestion that there should be a dedicated work pass for migrant domestic workers (MDWs) for a caregiving role.

Whilst MOM agreed that MDWs need to have relevant skills to perform their duties, different households have different needs and employers are best to decide the skills and tasks required of MDWs for caregiving.

“Work passes are not categorised by specific occupations, job scopes or training requirements. Creating a dedicated work pass for MDWs for a caregiving role could result in rigidity on their deployment within the employer’s household,” said MOM.

For example, seniors with disabilities and mental health issues may require more specialised care that would go beyond the eldercare skills of MDWs. Employers should define the roles clearly and early to ensure that training is set for MDWs.

In Singapore, MDW said there are 180 courses on caregiving skills, depending on the mobility and condition of the care recipient. 

Employers who want caregiver training courses can approach the Agency for Integrated Care or community partners such as Fast for more information. Employers can also tap the Caregivers Training Grant to mitigate eldercare training costs, where eligible.

“We encourage MDWs and employers to discuss their needs and expectations early to achieve amicable arrangements. The Government will also continually improve the range of home-based support to meet our seniors’ caregiving needs,” MOM also said.
