EMA opens for second wave of proposals for electricity imports

Bids for electricity supplied by coal-fired generation technologies will be rejected.

The Energy Market Authority (EMA) will be accepting proposals anew from countries that wish to import energy to Singapore.

Under the Request for Proposals 2 (RFP 2), potential importers may submit non-binding proposals as an Expression of Interest for preliminary discussions with EMA, before developing their proposals further for final submission. 

They will also have to “demonstrate their supply reliability, credibility, track record, cost-competitiveness, and ability to supply and manage the carbon output of their power generation supply,” said EMA.

Proposals will be accepted only until 29 December 2023 at 3 p.m. (Singapore time). Bids relating to the use of coal-fired generation technologies to supply electricity to Singapore will not be accepted.

Viable and attractive proposals may be awarded Conditional Approvals (CAs) by the EMA at any time during the RFP process. 

Meanwhile, EMA also announced that proposals submitted under the RFP 1 will be automatically considered under RFP 2, following requests from the former’s participants for more time to develop their proposals.

RFP1 closed on 14 April and received 20 proposals to supply electricity from sources such as solar, wind, hydro and geothermal power from four countries – Indonesia, Laos, Malaysia and Thailand.
