LTA rebuffs need for bicycle licensing in Singapore

Keeping a licensing registry up to date is too impractical.

The Land Transportation Authority (LTA) has denounced the need for bicycle licensing, citing practical difficulties in ensuring that the license registry is regularly updated by license holders.

“It will be resource-intensive to implement and police a system to license bicycles or cyclists that is up to date. More importantly, a licensing system would make owning and using a bicycle too onerous, and would discourage people from cycling,” the LTA stated.

The LTA further asserted that most cyclists are considerate people. The agency also noted that bolstering public education and cultivating a culture of graciousness, supported by targeted enforcement of cycling rules, is more practical and sustainable.

Currently, the LTA is working with schools, the community, and cycling interest organisations to batten public education. Further, the agency is involved involved in public consultations to develop a set of rules and code of conduct.
