Sea-based VTL arrangements to adopt VTF beginning 1 April

The shift is in line with the national initiative to adopt the framework.

Starting 1 April, the current arrangements for sea-based Vaccinated Travel Lanes (VTL) are set to be replaced by the Vaccinated Travel Framework (VTF). 

According to the framework, all vaccinated travellers in Singapore arriving via sea classified under General Travel will experience quarantine-free travel. Both designated VTL ferry services and the weekly quote for ferry services will also be removed. 

Travellers entering Singapore are required to comply with the requirements set under the VTF. This includes a travel history that avoids any country in the restricted category within the last seven days, and a pre-departure test taken within two days before departure for the country.

This test can either be a Polymerase Chain Reaction or PCR test, a professionally administered Antigen Rapid Test (ART), or a self-administered ART remotely supervised by a provider in Singapore. Children aged two years and below are not required to take the test.

All travellers must also be fully vaccinated, with either a Digital Vaccination Certificate (DVC) or non-DVC issued in any country classified under General Travel or Singapore-recognised. Meanwhile, children aged 12 years and below are not required to be fully vaccinated. 

Unvaccinated travellers, meanwhile, will be subjected to COVID-related protocols, such as testing requirements and Stay-Home-Notices. 

Short-term visitors will also be no longer required to show proof of a hotel booking confirmation, present a return ferry ticket, or apply for a Vaccinated Travel Pass for sea-based travel.
