JTC partners with Certis in shift to outcome-based security contract
It will be deployed across a 150 sq km area in South and West Singapore.
Real estate firm JTC Corporation (JTC) has awarded a contract to commercial auxiliary police force company Certis to implement Security+, a security service suite, on over 60 properties and land across a 150 sq km area in South and West Singapore, an announcement revealed.
The JTC South-West Security Master contract will see JTC adopt outcome-based contracting instead of the traditional manpower-based contract where a fixed number of security personnel will be deployed, in order to overcome manpower-shortage issues and save resource costs, the release added.
The implementation of the project will reportedly improve response time to security-related incidents and more efficiently allocate resources by leveraging digital technology for an integrated security setup.
They also stated that instead of a fixed amount of manpower being confined to individual buildings, the setup will be monitored at a cluster level, which will then deploy manpower throughout all properties.
Security+ will have two phases. Phase One will see Certis assess the security requirements of the properties and deploy security officers supported by remote monitoring through a centralised Security Operations Centre (SOC). The security officers will be trained to identify, report and conduct troubleshooting for basic facilities management faults such as faulty lighting and water leakage; they will also be selectively cross-trained to provide first-line response to electrical and plumbing issues.
Phase Two will see the introduction of Mozart, a multi-service orchestration platform which integrates data from 150 streams of video analytics, 500 sensors and 1,200 CCTVs.
Security officers will also be equipped with Argus, an all-in-one smart mobile application which combines security reporting, tasking, and monitoring processes into a single platform.
The contract is in line with the Security Industry Transformation Map (ITM) launched by the Ministry of Home Affairs in February 2018 that encourages companies to adopt outcome-based security contracts.
