Singapore is 3rd in best e-governments worldwide: UN

Produced every 2 years, the United Nations E-Government Survey is the only report that assesses the e-government development status of 193 UN Member States, based on overall e-government efforts, as well as specific analysis of online public service delivery, e-participation, collaborative governance, mobile delivery, digital inclusion, and open government data.

Singapore slid up the ranks from 10th in 2012 to 3rd this year, with the survey praising the country’s work on mobile government, and its multi-agency programme - the Alliance for Corporate Excellence (ACE) - which groups together systems and operating environments for human resources, finance and procurements into a common shared system.

Above Singapore sits South Korea and Australia, respectively, with South Korea garnering the top spot for the 3rd consecutive time.

In 2014 for the first time, all 193 UN Member States now have national websites, but the majority remain at the low or intermediate levels of e-government development, termed emerging and enhanced stages in the United Nations four stage online service model. Even in the case of countries with highly advanced ICT infrastructures and human resources, it can be difficult to move to the higher stages with transactional and connected services, given that these typically require robust data protection and online payment systems, as well as secure data sharing across government institutions. It is again clear that factors other than national income are equally important, including high-level political support and leadership, strengthened institutional capacity, public accountability and citizen engagement, as well as adequate e-government programmes, ICT infrastructure and education.
